This is sort of a 'reboot/remake' of the 3DS game Senran Kagura Burst.Only this time it has the SV/EV fighting mechanics. It features the Burst Storyline as well.Back then, Homura nad co.
Were still students at Hebijo so Miyabi and the others were still not present. Same for the Gessen girls which were introduced later (This last bit I'm not sure about, correct me if I'm wrong, please.)But yeah, I do think more characters may be available via DLC packs but they won't have any story scenes, except for Girl's Heart missions. Yep, Gessen girls were introduced in Shinovi Versus. As you said, Burst is the first game in the series and thus, only hanzo and hebijo (with homura and the others) are covered.So IIRC there is no story for New Hebijo + Gessen, except for Yumi and Miyabi's DLC, as a 'what was Yumi/Miyabi doing in the events of Burst'. I'm not sure about Girls Heart missions for the DLC characters, though.

Why not just throw the entire existing cast into this game as long as they only actually focus on the burst renewal characters? Want to play the game with Yozakura anyway?
Sure, there will be a disconnect and it won't make much sense but you can still play her.Instead of just adding these characters that came with the games in the past (every release since they were introduced), they've just tacked them on as DLC. Kind of jank IMO.Its not like this would be a new practice for the Senran games. When non-canon characters are introduced they don't get screentime, they're just a playable character (Naraku, Kagura, Ikkitousen characters in Estival, Ikkitousen in PBS, etc.). That said, every single time those characters were paid DLC so I guess that's as far as I can go with this point.Bravo the games being consistent in their character DLC policies I guess, but eh, I still can't help but agree this roster is a step back.
It makes me fear for what kind of ridiculous DLC Senran Kagura Seven is going to have. (especially on top of PBS). When i first heard of renewal i was excited since i thought wed finally get burst and deep crimson in some form on steam. Then I found out its only a remake of burst, with deep crimson getting shafted. I was ♥♥♥♥ing ♥♥♥♥♥♥ but oh well, maybe some time in the future Yeah, Deep Crimson was certainly a better story, though it had the benefit of the character introductions done in the previous game(s) to jump off from.Burst is still worth experiencing, and still more cohesive than anything they've done since the move away from the 3DSD.And hey, if this sells well, they might give the update treatment to Deep Crimson after SK7.Let's not forget that Deep Crimson takes place in the abandoned timeline, but as the game that introduced Kagura and Naraku, I doubt they'll be abandoning it that hard.

The missions are shorter but the focus on parries lets you play on harder difficulties. Not every mission ends with a boss fight but the ones that do have unique AI patterns that fit the character you are fighting whereas in Estival every boss acts the same. The Yumi and Miyabi DLCs cost money because they come with story missions which are pretty good. The rest of their teams you can get for free for a limited time.
There is also no netplay in this game.However BRN has some crticial bugs the devs aren't fixing right now such as the VN skipping and enemy bosses not using special attacks making their fights less interesting. I don't own Estival on PC so I can't speak to the quality of thst port.
